Cottonwood Village, in Powell, Wyoming, is showing what’s possible with Insulated Concrete Form (ICF) construction. Developed by Chad Harvell of Harvell Construction, the residential development represents a significant milestone in the ICF industry — it is one of the first subdivisions to use ICF construction for every home and is the first subdivision in the western United States to use the pre-cut program from Nudura, an innovative precut technology that is showing significant reductions on construction times.
Harvell said the ICF installation time was four days per home, and the crew finished in 60% less time versus not using the precut program.
At the time of submission into the 2025 ICF Builder Awards, Cottonwood Village had 12 2,200-square-foot homes completed as part of Phase 1. Future plans call for 100 lots across the development. Each home is custom-designed but also maintains architectural cohesion throughout the community.

Harvell says that the use of Nudura’s precut program has been a game-changer. “This innovative approach and the fact that multiple spec homes are being constructed at once required different planning considerations compared to standalone ICF projects,” Harvell said. “Despite this logistical shift, builders have seen a reduction in labor hours from over 250 hours to less than 100 hours. This time saving was essential to offset the industry’s reduced labor force and the extreme weather that can occur in Wyoming. ICFs have proved invaluable in the speed of construction and durability needed for this development and will continue to be beneficial as the rest of the homes are constructed over the coming months.”

The precut system delivers ICF blocks, Prebuck window and door bucking, and compatible Tremco sealants and air barriers as a complete package.

“The ICFs for each floor plan are cut at the Nudura factory and shipped to the jobsite complete with all the blocks, Prebuck window and door bucking, and compatible Tremco sealants and air barriers,” said Harvell. “This custom delivery streamlines multiple variables in the supply chain and construction process. Together, these building materials create an entire wall assembly with a single-source warranty that is not available from any other manufacturer.”

Craftsmanship & Sustainability
Cottonwood Village homes are painted in a palette of coordinating but distinct color and style options, so each home is unique but also looks unified as a group. “Thankfully ICFs enable attachment of countless exterior finish options, so this personalization could be easily achieved,” Harvell said. “The homes all utilize ICF structural walls and attached garages, with other amenities available as requested.”
To maximize the energy efficiency of the ICFs, each home also has high-efficiency appliances and EnergyStar windows. These sustainable features have resulted in very low utility bills and maintenance costs. “Utility bills are well under $75 in the summer and $150 in the winter,” Harvell said.

Success With the Project
As Cottonwood Village continues development, the project demonstrates that ICF construction can successfully scale from individual custom homes to entire community developments.

As the developer/builder of this subdivision, Harvell approached various ICF manufacturers about this first-of-its-kind project in Wyoming. After meeting with Nudura, he made the decision to move forward because of Nudura’s commitment to quality training, jobsite visits, and the complete wall system that only Nudura was able to offer.

Early results indicate strong market acceptance. One homeowner testimonial highlights the value proposition: “We couldn’t be happier with Cottonwood Village… We are reaping the benefits of a small, safe, and clean town… Additionally, we are saving on monthly home expenses because of the thermal efficiency of the ICF construction.”
